    PSS IFB 26-006 CPR & First AID Training Services for the CNMI PSS

    To: All Bidders
         Please be informed of the following questions received and the Public School System's responses to the above-referenced Invitation for Bid. This response is to provide clarification to the questions received from the bidders, as listed below.
    Q-1. CPR and First Aid only (without AED)?
    A-1. Unfortunately, no. AED training and supplies are required components that we cannot separate from this contract.

    Q-2. Blended learning format acceptable?
    Q-3. Fully virtual training acceptable?

    A-2/3. I need to be direct with you on both of these: we require full in-person training.
    Here's why this matters to us: Due to our island logistics, blended learning is not a viable option. More importantly, when one of our students faces a real emergency—a colleague collapsing, a child choking, someone's heart stopping—they won't have time to look up instructions or second-guess themselves. They need muscle memory and confidence built through actual hands-on practice. Virtual training, no matter how well-designed, simply cannot provide the tactile feedback of performing chest compressions at the right depth, the experience of actually placing AED pads, or the feel of properly securing a bandage. Our students need to physically practice with actual equipment and receive real-time instructor feedback. These are skills that must be learned through doing. Our students deserve training that truly prepares them to save a life when it counts most.

    Q-4. Specific brands/models required?
    A-4. We're open to your recommendations. Please propose equipment that:
    • Meets AHA or American Red Cross standards
    • Is FDA-approved (for AEDs)
    • Is durable enough for training purposes
    • Include specifications, brand names, model numbers, and certifications in your proposal.
