PSS RFP 26-003 Digital Literacy Training & Certification Program for SSHS
To All Proposers:
Please be informed of the following questions received and the Public School System's responses to the above-referenced Request for Proposal.
Q.1 What is the general technology proficiency level of the 15 students who will participate in this program?
A.1 General technology proficiency level of the 15 students
Most of the participating students will be juniors and seniors with basic computer skills. Overall, they have a good level of experience using computers, and many have prior exposure to digital media.
Q.2 Can you describe their current comfort level with computers and software applications, Or will this be a foundational program?
A.2 Comfort level with computers and software applications / foundational or not
Most students are fairly comfortable with computers. Their ability to use software applications will depend on the complexity of the tools, but in general, this does not need to be a fully foundational program. Many students already have some digital media skills.
Q.3 What grade levels (9th, 10th, 11th, 12th) will the participating students represent?
A.3 Grade levels represented
The participating students will be primarily 11th and 12th graders.
Q.4 Are these students from mixed ability levels, or have they been selected based on specific criteria?
A.4 Student selection / criteria
Students were not selected based on strict criteria such as GPA or prior coursework. However, we intentionally targeted mostly juniors and especially seniors to give them the opportunity to obtain certification before graduation.
Q.5 Has SSHS offered digital literacy training or certification programs previously?
A.5 Previous digital literacy training or certification programs at SSHS
The last time SSHS offered COMPTIA courses was in 2013. Our current computer-related offerings on campus are primarily focused on digital media.
Q.6 If so, what certification (IC3, Microsoft, CompTIA, etc.) and level were pursued, and what were the outcomes?
A.6 Previous certifications and outcomes
Previously, SSHS offered CompTIA certification. It was a very successful program at the time; students even flew to Guam to take the certification exams and had a strong passing rate. The program ended when the teacher leading it resigned from PSS.
Q.7 What does SSHS consider a successful program outcome? (For example: 80% certification pass rate, 100% course completion, measurable skill improvement, or another metric?).
A.7 SSHS definition of a successful program outcome
While we would ideally like to see 100% of students pass the certification, we recognize that may not be realistic. Our target goal for a successful outcome is an 85% certification pass rate.
Q.8 For students who do not pass the certification exam, will a retake be required? If so, who is responsible for covering the cost of the retake exam?
A.8 Retakes for students who do not pass on the first attempt
For students who do not pass the certification exam on their first attempt, we are hoping they can be given one free retake opportunity. After that, any additional retakes would be at the student’s own expense.
Q.9 How many hours per week will be dedicated to this program?
A.9 Hours per week dedicated to the program
A.10 When instruction will occur (schedule)
Instruction will take place during the regular school day, specifically during 3rd period, which is scheduled in the early afternoon (approximately a 1.5-hour block each day).
Q.11 Will students have access to computers and practice materials outside of scheduled class time (e.g., library, computer lab, home access)?
A.11 Student access to computers and practice materials outside class time
Students will be expected to bring their own laptops, which will allow them to access course materials and practice outside of scheduled class time.
Q.12 Are there existing assessments, technology proficiency evaluations, or student data that could inform our understanding of students' current digital literacy skills?
A.12 Existing assessments or technology proficiency data
At this time, we do not have existing formal assessments or technology proficiency evaluations that specifically measure students’ current digital literacy skills.
Q.13 The RFP mentions "hybrid or blended instruction." Would SSHS consider a fully online delivery model with live virtual sessions, or is in-person instruction on Saipan required? If in-person is required, how many hours per week of in-person instruction does SSHS expect?
A.13 Instructional delivery model: in-person, online, or hybrid
Our priority is in-person instruction on Saipan. The “hybrid or blended” option mentioned in the RFP is intended only as a contingency in the event of a school shutdown or financial challenges that might disrupt normal operations. Under regular circumstances, we expect instruction to be delivered in person.
