The Individuals with Disabilities Education Act (IDEA), the Federal law, concerning eligible infants and toddlers (birth through two years of age) with disabilities, requires Commonwealth of the Northern Mariana Public School System (CNMI PSS) to provide parents of a infants and toddlers with a disability with a notice containing a full explanation of the procedural safeguards available under the IDEA and U.S. Department of Education regulations. A copy of this notice must be given to parents upon initial referral or parent request for evaluation and assessment and upon parent request.
This procedural safeguards notice must include a full explanation of all of the procedural safeguards available under complaint procedures, parent consent, procedural safeguards, and confidentiality of information provisions. This model form provides a format that CNMI PSS may choose to use to provide information about procedural safeguards to parents.
