Committee on Fiscal, Personnel and Administration (FPA)

  • To review and recommend to the full Board the fiscal budget for the Public School System.
  • To review and recommend to the full Board all audit reports of the Public School System.
  • To review a range of revenue generating opportunities for the Public School System through user fees, donations, federal grants and local legislation that designate certain revenue streams exclusively for the PSS and to make recommendations to the full Board.
  •  To review procurement and cost thresholds and make recommendations to the full Board.
  • To review staffing levels of the PSS and make recommendations to the full Board.
  • To review wage and compensation of PSS staff for external and internal worth and make recommendations to the full Board.
  •  To review and recommend to the full Board policies, practices, and procedures regarding personnel and financial issues.
  • To review and recommend to the Board applicants for certification and licensure based on the recommendations of the Certification and Licensure Officer.

Committee on Instructional Services and Assessment (ISA)

  • To familiarize itself with the latest trends in education with respect to curriculum, instruction and accreditation.
  • To familiarize itself with current federal requirements and guidelines for educational programs.
  • To review and recommend to the full Board policies, practices, and procedures which assist our schools to retain/achieve full accreditation.
  • To review and recommend to the full Board policies, practices, and procedures regarding curriculum and instruction.
  • To familiarize itself with current federal requirements and guidelines for special education and early intervention programs.
  • To familiarize itself with current practices of the PSS and innovations in special education and early intervention programs.
  • To review and recommend to the full Board policies, practice, and procedures that facilitate educational reforms which result in demonstrated student learning gains.
  • To act as a facilitator, catalyst, and advocate on issues that affect special education and early intervention programs.
  • To review and recommend to the full Board policies, practices and procedures that affect special education and early intervention programs.

 

Committee on Capital Improvement and PSS Property (CIP)

  • To identify and catalogue all PSS real and collateral property and seek deeds of title for all PSS property.
  • To develop school infrastructure plans and designate fund allocations per school as ascertained by the Board and PSS seven-year capital improvement plan.
  • To review and recommend to the full Board policies, practices, and procedures regarding capital improvement and property issues.

 

Committee on Student Issues and Community and Parent Programs (SICPP)

  • To familiarize itself with current practices of the PSS and innovations in education that lead to demonstrated student learning gains and greater community control of schools.
  • To review and recommend to the full Board policies, practice, and procedures that facilitate real educational reforms which result in demonstrated student learning gains.
  • To act as a facilitator, catalyst, and advocate on issues that affect student, teachers and community relations.
  • To review and recommend to the full Board policies, practices and procedures that affect students and teachers.
  • The Student Representative to the Board shall report to this Committee
  • To recommend to the full Board policies, practices, and procedures which support school‑based management while maximizing community input and participation in this process.

 

 Committee on Legislative & Intergovernmental Affairs (LIA)

  • To become familiar with local, federal, and applicable regional regulations, policies, and procedures as they apply to PSS.
  • To review and recommend to the full Board comments on House and/or Senate bills and other legislative action as well as propose draft legislation relating to matters that affect education in the CNMI.
  • To keep the Board informed regarding all current and pending legislation and all other action that may affect PSS or the Board that are proposed or taken by the Executive Branch, the Legislative Branch or any government agencies or corporations.

 

Special Committees may be established from time to time by the Board.  The Board shall designate the duties and tenure of the Committees.  The Chairperson of the Board shall appoint the Chairperson of the Special Committees.  Special Committees will be assigned specific tasks to be performed and a specific time frame within which to accomplish such tasks.  Upon completion of such tasks or upon the expiration of the time allotted, the committee will be dissolved unless extended by a majority of the Board.
