STRATEGIC PRIORITY #1 – HIGH STUDENT PERFORMANCE

Goal #1: By the end of SY2014-2015, the State Board of Education will approve research based instructional strategies and data driven system to improve Standard 3: Teaching and Learning of the AdvancED external review accreditation report

Goal #2: By the end of School Year 2014-2015, the CNMI Public School System and the Northern Marianas College will submit to the Board of Education a collaborative plan of action to ensure high school graduates are college ready.

Goal #3: By the end of SY 2014-2015, the State Board of Education will adopt the Pacific Studies Standards for grades 6, 7, and 8 for implementation during SY2015-2016.

Goal #4: By the end of SY 2014-2015, the State Board of Education will adopt the CNMI Public School System’s definition of College and Career, Indicators and Measures to promote college and career readiness and success for all students.

Goal #5: By the end of SY2014-2015, a blueprint for implementation will be developed by the Office of Curriculum and Instruction with the schools to close the achievement gap through an Instructional Review Process and scale up practices at the state and local level.

Goal #6: By the end of SY2014-2015, the State Board of Education will adopt the Chamorro and Carolinian Language Heritage Studies for implementation in the high schools.

Goal #7: By the end of SY2014-2015, the State Board of Education will adopt a comprehensive high quality early learning childhood system that prepares children from birth to age 5 for school in school and life.

Goal #8: By the end of SY2014-2015, the State Board of Education will adopt a system-wide course guides for middle schools and high schools and catalogs of programs and services of the Public School System.

Goal #9: By the end of SY2014-2015, the Office of Curriculum and Instruction and the Office of Student and Support Systems will plan, develop and complete a conceptual framework that will address alternative learning programs, distance education program, STEM program, Industry-based certificate program, gifted and talented programs, and advanced placement programs.

 

STRATEGIC PRIORITY #2 HIGHLY QUALIFIED AND EFFECTIVE PERSONNEL

Goal #1: By the end of the School Year 2014, the CNMI PSS will acquire a comprehensive Human Resources Information Management System (HRIMS) to support the personnel data development, monitoring, and reporting of employee information within the CNMI Public School System.  This goal will address Indicator 4.5 of the AdvancED accreditation external review report. In addition, this goal will support the Strategic Priorities Plus initiative to provide Effective and Efficient Operations.

Goal #2: By the end of School Year 2014 – 2015, HRO will update its comprehensive employment services plan focus[ed] on recruitment, retention and renewal to align with the HRIMS capabilities

Goal #3: By the end of School Year 2014 – 2015, the Human Resource Office in collaboration with the Certification and Licensure Office and the Certification and Licensure Review Committee will submit update recommendations to the Board of Education their recommendation on the types of certification, eligibility requirements and supporting documents for instructors, teachers, librarians, counselors, related service providers, program managers and school administrators

Goal #4: By the end of School Year 2014 – 2015, the Human Resource Office will update the Standard Operating Procedures (SOP) for the Human Resources Office.  The implementation of the new HRIS will streamline the development of effective and efficient Standard Operating Procedures.

Goal #5: By the end of School Year 2014-2015, the Human Resource Office will address the AdvancED accreditation external review report as specified under Indicator 4.1 and develop a systematic process to recruit, employ, and retain a sufficient number of qualified professional and support staff to fulfill their roles and responsibilities and support the purpose and direction of the system, individual schools and educational programs.

Goal #6: By the end of School Year 2014-2015, the Human Resource Office in coordination with the Office of the Commissioner of Education will develop a conceptual framework and plan a New and Aspiring Teachers/Instructors program to build capacity and retain highly qualified teachers/instructors.

Goal #7: By the end of School Year 2014-2015, the Human Resource Office will develop and submit to the Office of the Commissioner of Education a system-wide recognition program for all various categorical positions in the Public School System

Goal #8: By the end of School Year 2014-2015, the Human Resource Office will develop and design a comprehensive Substitute Teacher Training program to empower teachers with the skills and instructional strategies necessary to be successful in any of the classrooms that they are assigned.

Goal #9: By the end of School Year 2014-2015, the Human Resource Office will develop a plan to connect with educational institutions or professional organizations to invite student-teachers and education professionals interested to intern oversees.

Goal #10: By the end of School Year 2014-2015, the Human Resource Office will review and develop job appraisal systems for each categorical position within the PSS for Board approval. This goal will address the AdvancED accreditation external review report to develop a procedure that will improve personnel practices that will result in student success.

 

STRATEGIC PRIORITY #3 EFFECTIVE AND EFFICIENT OPERATIONS

Goal #1: By the end of School Year 2014-2015, the PSS management will develop policies and procedures on monitoring, recordkeeping, archiving and reporting requirements consistent with Board of Education and Federal program requirements. This will include electronic filing and digitizing of PSS and BOE official documents.

Goal #2: By the end of School Year 2014-2015, the PSS management will refine the school district’s website to include student, teacher and staff, and parent portals for immediate access to information and resources.

Goal #3: By the end of School Year 2014-2015, the PSS management will develop an Administrative manual for all departments within Central Office and for schools

Goal #4: During School Year 2014-2015, the Finance and Human Resource Offices will continue to collaborate in our effort to reduce audit findings in the following key areas:

  • Employment contracts and renewals
  • Standard Operating Procedures for procurement inventory control
  • Standard Operating Procedures for Finance

Goal #5: By the end of School Year 2014-2015, the Finance Office will increase the efficiency within Finance and implement an automated cash receipt system that is able to link off  JDEdwards Financial Management System within Treasury.

 

STRATEGIC PRIORITY #4 SAFE AND ORDERLY SCHOOLS

Goal #1: By the end of School Year 2014-2015, the Public School System management and Emergency and Crisis Management Office, with the Safe and Orderly School Committee will conduct annual safety training to all Central Office personnel and all school faculty and staff as applicable

Goal #2: Throughout School Year 2014-2015, the Safe and Orderly School Committee will continue to provide safety training and equipment for all Central Office personnel and all school faculties and staff as applicable. Training will include but not limited to NIMS certification, CERT certification, CPR/First Aid, AED, Nonviolent Physical Crisis Intervention, Safe Handling and Use of Fire Extinguishers, Anti-Bullying, and other emergency responders requirements.

Goal #3: By the end of School Year 2014-2015, the Public School System management and the Emergency Crisis Management Office, with the Safe and Orderly School Committee will conduct the annual Disaster Evacuation Drills for all Central Office personnel and all school faculties and staff to ensure safety measures and preparedness.

Goal #4: By the end of School Year 2014-2015, the Public School System management with the Safe and Orderly School Committee will establish a School Health Council to provide guidance, support and assistance to staff to ensure healthy children ready to learn and healthy staff ready to work

Goal #5: By the end of SY2014-2015, the Administrative Services Office with the Safe and Orderly schools and the Networks and Communications/Erate Programs will address the required actions of Standard 4: Resources and Support System of the AdvancED external review accreditation report.

 

STRATEGIC PRIORITY #5 PARENT ENGAGEMENT AND COMMUNITY PARTNERSHIP

Goal#1: By the end of School Year 2014-2015, the Public School System management with the Parent Engagement Program Coordinator will provide training and education to the PTSA and Parent Advisory Council members. The Parent Advisory Council members will disseminate information based on their training at the annual Parent Summits.

Goal #2: By the end of School Year 2014-2015, the Public School System management with the Parent Engagement Program Coordinator and the PTSA Advisory Council will increase parental engagement by 5%. Parental Engagement Program Coordinator will use Google applications to track parental engagement using data.

Goal #3: Throughout School Year 2014-2015, the Public School System management with the Parent Engagement Program Coordinator, will collaborate in quarterly meetings with community partners to discuss collaboration with the Public School Systems Parental Engagement Program Coordinator and other program managers to enhance partnership between organizations.

 

STRATEGIC PRIOIRTY #6 : HIGH PERFORMING AND HIGH RELIABILITY SYSTEMS

Goal #1:  By the end of School Year 2013-2014, the Public School System management will complete the Advanced accreditation action plans and goals as recommended by the External Review team

Goal #2: Continuous Improvement Process: By the end of School Year 2014-2015, the Public School System management will train and provide technical assistance to all schools and Head Start on the PSS continuous improvement process to review, analyze and report student data and plan of action.

Goal#3: System-wide Accountability Plan: By the end of School Year 2014-2015, the Public School System will develop a system-wide accountability plan to include school report cards, program report cards and a district-wide report card.

Goal #4:  By the end of School Year 2013-2014, the High Performing and High Reliability Systems committee with the Public School System management will complete the response to the Advanced accreditation on Standard 5: Using Results for Continuous Improvement as recommended by the External Review team
